"If we keep the rule as written, we gain speed," Anna said, "but we may lose trust." Maya replied that a narrow exception could protect both goals, in practice the message focused on purpose rather than punishment. They drafted two lines that promised help and explained the reason.

By noon, the line moved with fewer interruptions; as a result, staff recorded shorter waits and calmer voices on Sunday. In practice, the issue was not the rule but the silence around it. The day ended with a workable compromise that strengthened ambiguity without turning away newcomers.
