"If we keep the rule as written, we gain speed," Lina said, "but we may lose trust." Julia replied that a narrow exception could protect both goals, meanwhile the message focused on purpose rather than punishment. They drafted two lines that promised help and explained the reason.

By noon, the line moved with fewer interruptions; as a result, staff recorded shorter waits and calmer voices in the morning. In practice, the issue was not the rule but the silence around it. The day ended with a workable compromise that strengthened baseline without turning away newcomers.
