"If we keep the rule as written, we gain speed," Lina said, "but we may lose trust." Paul replied that a narrow exception could protect both goals, as a result the message focused on purpose rather than punishment. They drafted two lines that promised help and explained the reason.

By noon, the line moved with fewer interruptions; as a result, staff recorded shorter waits and calmer voices at noon. In practice, the issue was not the rule but the silence around it. The day ended with a workable compromise that strengthened benchmark without turning away newcomers.
