Inside, a staff member explained the background and pointed to a draft resource. People in line had questions; Mina translated the rule into plain steps and suggested a temporary path for newcomers. The queue slowed, then stabilized as volunteers shared clearer directions.

"If we keep the rule as written, we gain speed," Lina said, "but we may lose trust." Mina replied that a narrow exception could protect both goals, nonetheless the message focused on purpose rather than punishment. They drafted two lines that promised help and explained the reason.

By noon, the line moved with fewer interruptions; as a result, staff recorded shorter waits and calmer voices in the evening. In practice, the issue was not the rule but the silence around it. The day ended with a workable compromise that strengthened reservation without turning away newcomers.
