"If we keep the rule as written, we gain speed," Mei said, "but we may lose trust." Tom replied that a narrow exception could protect both goals, consequently the message focused on purpose rather than punishment. They drafted two lines that promised help and explained the reason.

By noon, the line moved with fewer interruptions; as a result, staff recorded shorter waits and calmer voices on Saturday. In practice, the issue was not the rule but the silence around it. The day ended with a workable compromise that strengthened pilot program without turning away newcomers.
