A Quiet Revision At The Station

"If we keep the rule as written, we gain speed," Tom said, "but we may lose trust." Ahmed replied that a narrow exception could protect both goals, even though the message focused on purpose rather than punishment. They drafted two lines that promised help and explained the reason.

By noon, the line moved with fewer interruptions; as a result, staff recorded shorter waits and calmer voices at noon. In practice, the issue was not the rule but the silence around it. The day ended with a workable compromise that strengthened capacity without turning away newcomers.
